What does CDM stand for in construction? Construction (Design and Management), the 2015 Regulations, and the two halves of the idea

What does CDM stand for in construction is Construction (Design and Management), and the two words in the brackets are the two halves of the regulations' idea: design out the risk before the site opens, and manage what remains on it. The Construction (Design and Management) Regulations 2015, cited below, place duties on clients, designers, principal designers, principal contractors, contractors and workers, and regulation 12 is where the construction phase plan and the health and safety file sit. For a contractor the management half is where the work is: a RAMS per task under the principal contractor's plan. The risk assessment and method statement tool on this site prints it, free and without an account.

Design

Designers and the principal designer eliminate and reduce risk in the design and pass the remaining risks forward as pre-construction information. A hazard designed out never needs a control on site. The pre-construction information is where the designer's work reaches the contractor.

Management

The principal contractor's plan; each contractor's RAMS per task checked against it; the daily log that shows the site ran as planned. The HSE's CDM pages, cited below, describe the roles. The plan is the principal contractor's; the RAMS is the contractor's; the log is the foreman's.

The contractor's part

A site-specific, signed RAMS per task, consistent with the plan. Regulation 3 of the Management of Health and Safety at Work Regulations 1999, cited below, requires every employer to make a suitable and sufficient assessment of the risks to the health and safety of their employees, and regulation 3(6) requires an employer with five or more employees to record the significant findings and any group of employees especially at risk.

Kept

The approved RAMS in its version against the job. DailyLogDesk Pro keeps it; the tool prints it. From the vendors' own pricing pages, cited below: SafetyCulture lists its Premium plan at $29 per seat per month billed monthly or $24 billed annually, with a free plan for small teams; Contractor Foreman lists its Basic plan at $49 per month for one user. DailyLogDesk Pro is $29 per month for the whole site team.
